本场全体会议将聚焦航运维度。

The Shenzhen Global Marine Economy Forum will hold 9 plenary sessions focusing on the dimensions of industry, technology, shipping, civilization, and cooperative governance from 24th to 25th November in Shenzhen, China.

This plenary session will focus on shipping industry.

航运业是全球经济繁荣发展的重要载体，它将世界各个国家与地区联系起来，实现了技术、经济、贸易的沟通往来，全球商品贸易货运量的90%以上是通过海运完成的。

由此衍生出的造船工业则是一项综合性的产业，它的发展又可带动钢铁工业、船舶设备工业、电子仪器仪表工业等诸多行业的发展，从而促进整个国家产业结构的改善。

新冠疫情期间，航运成为全球供应链的核心，是支持国际贸易，促进全球经济发展的重要力量。航运将是疫情后经济恢复的动力源泉，也是打造蓝色经济，推动海洋产业发展的关键。值得关注的是，今天的全球经贸格局正在经历深刻变化，航运业也面临跨时代发展的机遇与挑战。

The activities for the shipping industry have been radically impacted by the disruptive impact of the Covid pandemic, the rise of protectionism, the increase of geopolitical risks and of uncertainties about the global economic outlook. This is leading to a rethinking of business strategies, of modes of operation, in a “new normal”.

●供应链的重塑和变革，给行业带来了前所未有的挑战，航运物流企业必须成为韧性组织，打造出能够抗压、富有弹性的供应链体系；

●后新冠疫情时代，各国卫生健康法案的效力仍在延续，俄乌冲突导致全球能源结构调整，以及全球经济前景不确定性增加带来的原材料短缺等，都对航运业产生了深远影响；

●港口面临发展瓶颈，拥堵延误加剧，不断增加的劳动力成本使得相关行业备受压力，企业继续调整战略以适应“新常态”；

●气候变化是全球最重要的议题之一，不断加剧的气候变化会对海运贸易产生哪些影响？进而会如何深刻地影响航运业的发展？脱碳已经成为航运业的共识。而数字化则是航运业正在面临的另外一大挑战；

●各国对船体生物污垢管理的要求还在不断升级。

●Supply chain uncertainties, creating challenges for the industry, with logistic companies under pressure to build more resilient supply chains;

●Health regulations and restrictions, energy and raw materials shortages creating delays and uncertainties. No normalization expected before the end of 2023 at best;

●Bottlenecks at shipping ports and increasing labor costs forcing companies to review their strategy;

●Increased focus on digitization and de-carbonization with acceleration of the search for alternatives to fossil fuels;

●New requirements for managing biofouling on international destinations

在此情景下，我们将探讨：

√数字化、智能化转型已成为整个航运物流行业的趋势，同时数字化、信息化也成为物流供应链的核心竞争力之一，如何通过数字化、智能化提升航运业的管理能力和港口的运作效率？

√如何建设全球航运枢纽中心？如何提升航运公司、港口、海关、金融机构等协同效应，打造更良好的配置能力和保障能力，培养更多应用高科技船舶公司和船舶工程服务公司？如何发挥航运要素集聚、航运服务先进的优势，吸引更多跨国航运企业总部落户？

√气候变化是全球最重要的议题之一，航运业应该如何应对脱碳时代的到来？氢和氨等新燃料预计将在十年内迅速普及，众多先进的技术可否为航运业带来更多的解决方案？

√ 如何在“新常态”下构建一整套以航运为核心、融合现代航运服务、海洋高科技等方面的全产业链？

√What is needed to accelerate digitized shipping and the adoption of internationally accepted electronic-based records rules?

√How to improve the collaboration of shipping lines, terminal operators, freight forwarders, customs, and banks to improve the resilience and adaptability of the whole ecosystem?

√What kind of new initiatives and policies to accelerate the de-carbonization of the industry?

√What is the potential of hydrogen and ammonia-based fuel? Where do we stand with the technology?

中国海洋经济博览会（简称“海博会”）是我国唯一的国家级海洋经济展会。2019年移师深圳后已成功举办两届，为推动中国海洋经济高质量发展、促进国际海洋经济交流和合作作出了积极的贡献。2022海博会将以更高起点、更高质量、更国际化的标准于11月24日-26日在深圳会展中心（福田区）举办。

China Marine Economy Expo (referred to as "CMEE") is the only national marine economic exhibition in China. After moving to Shenzhen in 2019, it has been successfully held for two times, which has made positive contributions to promoting the high-quality development of China's marine economy and promoting international marine economic exchanges and cooperation. The 2022 CMEE will be held at the Shenzhen Convention and Exhibition Center (Futian District) from November 24th to 26th.

2022全球海洋中心城市论坛作为海博会宏观论坛，拟邀请来自国际组织，国内外政府机构，商业领域、科技领域、学术领域专家及代表担任演讲嘉宾，围绕海洋科技、海洋产业、航运运输、海洋文明、海洋合作治理等全球海洋中心城市评价指标设置宏观话题并展开讨论，为促进全球海洋城市交流合作、加快发展蓝色伙伴关系、推动海洋经济高质量发展、打造更具国际竞争力、吸引力和创造力的全球海洋中心城市建言献策。

The Shenzhen Global Marine Economy Forum, as the Strategic Forum of China Marine Economy Expo will be held from November 24th to 25th in Shenzhen,China.  Building out of the success of the previous editions, this year’s discussions will focus on the key challenges and opportunities for the sustainable expansion of the Marine Economy, from an environmental, business and technological perspective. The forum will bring together – physically and digitally - senior government officials and top business executives from relevant Chinese and international corporations, leaders from relevant international organizations, well renowned thought leaders and academic experts.
